Over the last 20 years Chris has provided public sector planning authorities with independent reviews of planning applications where applicants have submitted viability assessments to reduce S.106 and affordable housing contributions. Chris has undertaken roles directly for the Local Authority providing reports, evidence and appeal statements and also acted for both Local Planning Authority and Applicant equally to provide a joint report to agree planning contributions.
Chris has regularly provided over the last 20 years advice to public sector to bring forward regeneration sites and development opportunities. This advice has covered commercial and residential, town centre and rural projects. The advice takes numerous forms to include a simple review of an opportunity through to detailed option appraisals as part of master planning exercises.
Chris has worked with long term clients where initial advice has been to prepare the concept through appraisals to acquisition to development on site.
Also at the heart of public sector development is the appointment of a developer or partner to deliver the development project. Chris has advised public authorities on OJEU competitions ( restricted and dialogue) and land sale partnering.
Chris can also provide viability training to officers and members.
